GPhC appoints new members to governing council for 2026/2027

The General Pharmaceutical Council (GPhC) has appointed Anita Charlesworth, Sheila Kumar, Christopher Langley, Liz Fidler, Ben Hannan and Claire Dearden to its governing council. 

Anita Charlesworth will begin her term immediately while the other new members will start their terms on 1 April next year.

All Council members are appointed by the Privy Council and are drawn from a wide range of professional and public backgrounds, ensuring a balance of registrant and lay perspectives to inform decision-making.  

Gisela Abbam, GPhC chair, said:  “It is vital that our Council reflects a diverse range of skills, experience and perspectives so we can make well-informed decisions in the public interest.

“I am delighted to welcome Anita to the Council and look forward to welcoming Sheila, Christopher, Liz, Ben and Claire next year. They each bring a wealth of expertise and insight which will strengthen our work as we continue to respond to changes in pharmacy and healthcare.

“I would also like to thank all those who applied for these important roles, and I look forward to working with our new members to deliver safe, effective and inclusive pharmacy regulation for patients and the public.”

Biographies of the new members

Anita Charlesworth (lay member)
Anita is a health economist. She co-chairs the NHS Productivity Commission for the Health Foundation and is a non-executive director of West North London ICB. She is a member of the Council of the Royal Economic Society, the Health and Social Care Select Committee Expert Panel and the University of Bath Institute for Policy Research Advisory Board.

Sheila Kumar (lay member)
Sheila Kumar is currently an independent Non-Executive Director on the Board of the Institute and Faculty of Actuaries and is the senior independent director and chair of the Remuneration and People Committee. She served as a lay member on the Council of the General Dental Council and chaired the Audit and Risk Committee. She is also the chief executive of the Council for Licensed Conveyancers.

Professor Christopher Langley (pharmacist member)
Chris is an academic pharmacist and Professor of Pharmacy Law and Practice at Aston University, where he is Head of Aston Pharmacy School. He is a governor at the Royal Orthopaedic Hospital NHS Foundation Trust, and a chair of the Accreditation Panel at the Pharmaceutical Society of Ireland. He was previously a member of the Board of Assessors at the GPhC and a registrant member of the Fitness to Practise Committee.

Elizabeth (Liz) Fidler FAPharmT, MBA (executive), PGCertEd (pharmacy technician member)
Liz Fidler is a healthcare leader with extensive experience across professional regulation, public policy, workforce reform and education quality. She currently serves as senior professional advisor within the Chief Pharmaceutical Officer’s Office at NHS England, where she advises ministers and civil servants on pharmacy legislation, professional regulation and workforce transformation. She previously served as president of the Association of Pharmacy Technicians UK (APTUK).

Ben Hannan FRCPharm FIoL (pharmacist member)
Ben Hannan is director of service transformation, planning and performance at NHS Lanarkshire. A registered pharmacist and senior NHS leader, he has held executive roles across pharmacy, planning, performance, governance and transformation. He is the former chief pharmacist and director of pharmacy and medicines at NHS Fife and is a Founding Fellow of the Royal College of Pharmacy.

Claire Dearden (pharmacy technician member)
Claire is an accomplished pharmacy technician with extensive strategic and operational experience across a range of healthcare settings. She is currently medicines optimisation governance and service improvement lead at Staffordshire and Stoke-on-Trent Integrated Care Board, leading system wide medicines optimisation programmes aligned to national and local priorities, including service transformation and governance.
